This update error occurs rarely due to synchronization error with the AVG update server.
Generally running an update manually will fix the issue.
From your AVG version, I can confirm that you have the latest version latest version.
You can try to run AVG Clear tool again from safe mode and click on this link https://support.avg.com/SupportArticleView?urlname=Download-and-install-AVG-AntiVirus-Free to install the latest version.

I have AVG Free on Windows 10 and my Virus Definitions won't update. It shows as "Initializing…", and then it just stays there for hours and hours and hours with nothing happening.
I am unable to uninstall AVG Free using Control Panel/uninstall It says "Setup is already running. Please try to start the set up later"
I have tried AVG Clear but it went on for over two hours with no success.
I can't install a new copy of AVG Free - it just won't install.
Version of AVG Free is 19.4.3089 Build 19.4.4318.460
UI version 1.0.160
Virus definition 190510-0
I know I can try to run AVG Clear in Safe mode but I can't understand why this keeps happening.
This has happened before to an earlier version but it seemed to eventually be updated automatically

We realize the situation. The reason you were facing issues might be due to:
- Server traffic as this may cause delay in updating.
- Your internet may get disconnected when you tried updating.
Let us change the Google DNS settings and try updating the Virus definitions. To do so, please refer the below steps:
1. Press Windows and R key simultaneously to open Run command.
2. In Run window, type as "ncpa.cpl" without the quotes and click on OK button.
3. In Network connections window, please right-click the connection you use, and select Properties.
4. Double-click the Internet Protocol (TCP/IPv4) item on the Networking tab.
5. Click Advanced and select the DNS tab. If there are any DNS server IP addresses listed there, write them down for future reference, and remove them from this window. Click OK.
6) Select Use the following DNS server addresses.
8.8.8.8
8.8.4.4.
7) Click on Apply and Ok.
Check with the update and if the issue continues to be the same, provide us the screenshot (https://support.avg.com/SupportArticleView?l=en&urlName=AVG-Create-screenshot&supportType=home) of the page displaying as "Initializing…"
You can post the screenshot here in your topic. Click on "Answer" & then click on the "Image" [mountain symbol] & follow the instructions.
It's not the version of AVG Free it's the virus definitions that won't update. The system is as you say up to date
Virus definitions are set to update automatically. I'm not sure what you meanby running an update manually
Will they update the next time AVG issues update of virus definitions? If so I won't do anything but wait.
