I understand the inconvenience.
If the computer is turned off, no applications will run or be active including AVG.
In your case, the information appearing for AVG update should be incorrect.
There is a password feature for AVG 2017 version and unless you turn on the feature the password prompt wouldn't appear when you access some functions in AVG Internet Security.
We need to confirm whether the password prompt is related to AVG or not. Hence, provide the (screenshot) of password prompt to assist further.

I have avg Internet protection (purchased) on a windows 10 machine.
After 3 days of having my computer turned off, (OFF, not sleeping or hibernatging) I started my computer.
Imagine my surprise when the AVG Internet application told me that my virus definitions were updated 8 hours ago.
So I started a scan. It asked me to enter my password - which was new behavior. I have never had to enter a password before.
The scan was 'clean'
I shutdown my computer (once again - shut down, not hibernating or sleeping)
Today when I turned on my computer, avg showed a virus update 11 hours ago. (while the computer is shut down)
And it once again asked for a password to run the scan
So…
Is AVG or windows 10 turning on my computer in the background to do things without my knowledge? (which seems like a very bad idea!) How do I override that behavior? (I'm old school - I want to have fine grained control over my system behavior - and in my world 'shut down' means don't do anything but charge the battery!)
Why am I suddenly getting password prompt to run a scan?
if it is a malware attack (as described in the password box) shouldn't AVG catch it and quarantine it before it changes my settings?
Very puzzled, suspicious and confused by this behavior! any wisdom?
