You have to untick the "Exclude private networks" when you are connected privately (for eg: Home wifi)
Since it's a home network the VPN doesn't connect automatically.
The below article explains how to configure AVG Secure VPN to turn on automatically when your device connects to an untrusted or unsecured Wi-Fi network, such as in a cafe or airport.

Thanks for the email. I found the answer on-line, you have to turn off, "Exclude Private Networks". That makes no sense to me at all. So, Why? It should not stop VPN from starting in an "on" mode.
