We apologize for the inconvenience.
Firstly, let us get the AVG Secure VPN icon on the desktop.
Please navigate to the below path:
Open C Drive > Program files or Program files x 86 > AVG > AVG Secure VPN > Locate the 'AVG Secure VPN.exe' file in the folder > copy & paste that file onto the desktop.

Once you've managed to get the AVG Secure VPN icon onto the desktop, please follow the below steps:
Open AVG Secure VPN > Menu > Settings > Network Security > Disable/unckeck 'Exclude trusted (private) networks' option.
After performing the above steps, please check if the issue persists.

I currently need to manually turn on my VPN manually each time I log on to my computer. I accomplish this by going to my hidden icons. (The VPN Icon does not occur on desktop?) This situation  was corrected automatically for an interval after having this issue previously and now it has reoccurred.
