Unfortunately this didn't fix the problem. I tried all three available Canadian VPN options as well as some USA options and I'm still getting throttled speeds and in some cases worse than before.
When I turn the VPN off, they go back to the higher speeds.
Just started using AVG VPN after switching from AVG Internet Security to AVG Ultimate which includes AVG. When AVG VPN is connected, by download and upload speeds reduce drastically.
Over multiple tests without AVG VPN, my download speeds are around 250 - 270 and my uploads are 300 - 325.
With the VPN connected, by download speeds are 80 - 90 and upload is 60 - 75.
This is a big problem for me as I'd like to enable the VPN, but the reduction in speeds is huge. What can I do to fix this?

Please enable Mimic protocol in your AVG Secure VPN, as mentioned below & check if the issue persists:
Open AVG Secure VPN > Menu > Settings > Experimental > Choose Mimic.
Also, try connecting to one of the Torrenting servers & check the status.

Hi Midhun, unfortunately this still didn't help. Speeds are still throttled.
On Mimic, the speeds were the same as noted in the original post and the Torrent servers had a higher download speed, but lower upload speed. Torrent server USA, New York was 105 download and 55 upload. As soon as I turned off the VPN, the speeds were back up.

Followed recommendations and uninstalled and reinstalled and still no improvement.
This time I got 525 download and 476 upload prior to turning on the VPN and then got 58 download and 56 upload.

If not, please open AVG Secure VPN > Click on change location and choose any other nearby location and check if that helps.
If there is any temporary issue with the selected VPN server, you may face connection issues. Changing the location will help you to fix this issue.
