Initially, please mention the operating system of the device on which you're facing this issue?
Have you tried deleting any/all leftover traces of AVG from your computer?
If not, please follow the below path & delete any leftover traces of AVG:
C Drive > Program files or Program files x 86 > AVG > Delete any files/folders associated with AVG Secure VPN.

My AVG VPN randomly decided to stop working so I uninstalled it and tried to redownload it, but now it won't let me install it because it says the previous version is still installed even though I have uninstalled it. Any idea on how to work around this problem?

Thanks for clarifying that you are using a Mac. I'd request you to delete the traces from below location and try installation.
1. Open Finder
2. In menubar select Go > Go to Folder…
3. Type /Library/Application Support/ and his the enter key
4. Locate and delete AVG Secure VPN folder.
5. Reboot computer and you should be able to install it again.
