It's really interesting that you keep pointing to Logitech and telling it is unconnected with AVG software… If you dont have AVG this problem does not exist, so how is that unconnceted?.
So it would suit you much better if you'd develop a solution for your faulty software and give those of your users that are NOT fed up with you a decent update.

I recently had this same issue-where my screen would load to the Watchdog initialization and nothing else after.
To get to Safemode in WIndows 10- I had to remove the batthery and use power cord:
I would start computer and unplug the power cord when Dell Icon would show upon start up.
I did this 7- 10 times, then leave power in and your computer should go to 'Recovery Mode' in which you should have options to restart in safemode.
From another computer I downloaded AVG uninstaller to a USB- Install AVG on your PC, Mac | AVG installation files
Then I plugged USB in and dragged AVG uninstaller tool to my C drive and opened it, and successfully uninstalled AVG, when then allowed me to boot my computer normally.

I am getting the same exact error on startup. its impossible to take a screenshot to send because this doesn't let me get to any programs. I have to manually shut the computer off and start again - sometimes 6 or 7 times - before it actually boots up. This is really getting annoying and I hope you guys have figured out a way to eliminate this problem by now.
The spacebar is not skipping the scan nor allowing me to boot in safe mode.

Upon starting up my computer (which runs windows 10) it won't load past this AVG Watchdog initialization (which I don't remember downloading or agreeing to). It says Phase 1: finished at the bottom of the screen and stays like that.

If you have tried the safe mode as well then in this case, we suggest you to let the AVG Watchdog initialization scan run till it gets complete, please stay on this screen till the scan gets complete, this may take from minutes to hours to complete. Please stay patient and once the scan gets complete, you will be able to use your computer as usual.
