AVG will not install (Error code: 0xE0060038)

Please reboot your device http://avgclick.me/rebootintosafemode in safe mode, click on this link to run Reset Access tool: http://files-download.avg.com/filedir/util/AVG_ResetAccess.exe and refer this article to uninstall http://avgclick.me/UninstallAVGAV your AVG program.

Kindly download your AVG remover and run it, then go to C: -> AVG Remover -> Bin ->pctremover.exe and avgfmwremover.exe (do not restart your device if prompted), then run avgremover.exe (it will automatically reboot your device).

When trying to install my AVG Internet Security, on my 32-bit Dell Laptop running Windows 10 I keep getting the error:
General description: Please connect to the Internet
Description: To install AVG, you need to be connected to the Internet.
Error code: 0xE0060038

Looking through the community I have seen several comments about running the AVG Remover and turning off your protection, windows firewall, while installing AVG. All of those suggestions I have made those attempts. Still no luck. What do I need to do?
