Hello Joel,
We regret for the inconvenience. Please follow these steps to manually deactivate Passive Mode:

Restart your computer to make the changes take effect.
Thank you.

Look's like you haven't uninstalled avast antivirus properly. some avast files keeps running after removing it if you don't remove avast properly, You can follow guide on https://althow.com/howto-uninstall-avast-antivirus-remove-avg-windows-7-8-10/ to uninstall your avast antivirus completely… If your are still not able to uninstall your avast antivirus, try reinstalling it from avast offline installer (https://althow.com/avast-offline-installer/) and then try to uninstall avast again… once avast get's removed completely, you can install avg antivirus.

I used the pay version of Avast for the last year under Windows 7.  Upon its expiration I uninstalled it and downloaded/installed the free version of AVG.  Upon reboot, AVG indicates it is in Passive mode because Avast is still running.  I have gone through every single folder on my C: drive where avast exists and deleted those files.  The only exception is in c:\windows\winsxs\manifests  and
c:\windows\winsxs  and in both of those instances, I've been unsuccessful in changing security ownership over to myself from Trusted Installer.  I've also gone through every registry entry and deleted anything with "Avast" in it.  I've rebooted several times and even re-installed AVG to see if that made a difference.  I checked on Services and Processes running and there is nothing running which might be related to Avast. Never in my life have I had a more difficult time uninstalling a product than I've had with Avast.  Suggestions?
