AVG won't shred file

2.Run the downloaded tool.

Hi, I saved wifiprotector onto my desktop.  AVG detected a problem while programme was being downloaded onto laptop which it dealt with.  I tried to open programme but nothing happened.  Realising I should'nt have downloaded programme I moved 2 of files to recycle bin.  Then deleted them using ccleaner.  The 3rd file would not let me delete it despite me being administrator and owning the file.  I asked AVG to shred the file but was told that I did not have enough access rights to shred it.  How can I remove the file securely from my laptop?  I'm using Windows 8.1
