Have you tried to add that League of Legends game to the exception list and checked the status? 
If not, refer the following article: https://support.avg.com/SupportArticleView?urlname=AVG-Antivirus-scan-exclusions to add it to the exception list. 
If the issue persists, uninstall https://support.avg.com/SupportArticleView?urlname=Uninstall-AVG-software AVG Internet Security and let us know its status.

See the problem doesnt end there either though.... League of legends (a video game) wont even get to the sign in screen...

 

As for the VPN, when AVG is turned off, it works almost as quickly as my regular net speeds, despite where i connect too (nord vpn is great).

with AVG on (full protection): 10ms ping, 58.57 dl, 11.59 ul

with AVG off: more or less the same... so problem solved..

with nord vpn on: hmmmm, tunneling through a local server, about the same, accross the usa:

SEVERELY slows down the connection, when tunneling from germany to the usa, without AVG on its maybe 10% slower. With avg turned on, it takes OVER double to load a webpage.

 

After i ran AVG pc tuneup, as well as activated the full protection feature on the paid version of AVG antivirus, google chrome is basically at a crawl. Not to mention it does not play nicely with Nord VPN.

Once the whole antivirus is disabled surfing speeds go back to normal, but i do not wish to leave myself at risk, especially since i have paid for the software.

Is this a known issue with a clean resolution?
