No, that didn't fix it. To try to fix the backup problem i followed up error message 0x800706BA: none of the solutions suggeted in forums worked. To fix the System restore problem i then followed up error message 0x800706B: again, no good.
Finally i stumbled on error message 0x81000203. This advised that that my problems were caused by the Turbo option in PC Tune-up. I switched to standard mode and, hey presto, problem solved. Hope this knowledge will help others.

I've recentlyloaded the latest PC tune up and have been through the options to improve performance (which it has done). However, when i tried to run the usual Microsoft backup process (in Win 7 Ultimate) yesterday it failed.
I think i may have inadvertantly disabled a service that i need: The error message is "The RPC server is unavailable (0x800706BA)"
Your advice will be gratefully received.
