Did you receive the message to block that application from AVG Internet Security or AVG PC TuneUp?

I am having an issue where i have blocked a program that "threatened" my webcam…it turns out i have now blocked the webcam program entirely. how do i go about reversing this? i have tried disabling avg - nope. i have tried reinstalling the cam - nope.
please help
