Blocking emails

I have had the same issue for as long as I have owned AVG VPN. I am using Microsoft Outlook 365 installed on my home desktop PC (a very high end Dell Alienware). Here's a screenshot of the error that I receive:

Please let us know how you access your emails. Is it through browser or email clients such as Outlook, Thunderbird?
Also, what happens exactly while sending emails when connected through AVG Secure VPN. Do you receive any error message?
If so, share us the screenshot of it for better clarity.

Why does VPN block all my outgoing emails? If I switch it off manually my mails go out and I have to do this everytime I want to send a mail out.

In this case, please refer to this article to change the SMTP settings of your Microsoft Outlook and check if the issue persists.
