I get the following message when saving files from my Epson XP-325 scanner:
Virus & threat protection
Unauthorized changes blocked
Controlled folder access blocked C:\Program…\vuescan.exe from making changes to the folder %userprofile%\Pictures.
I have been to Menu>Settings>Exceptions and added my Pictures folder and C:\Program Files\Vuescan\vuescan.exe to the exceptions.
It's the same when I use the Epson scaaner program

Resetting solved the problem – and some other problems too!

It seems third party application is blocking some access to save your folder. Please check with C: drive if there is any unknown or other security product is listed there.
In the end I reset Windows. Not a bad thing to do anyway!
