Blue screen with mouse cursor after AVG tune up

Right after running avg tune up, after the auto system reboot, my Windows7 ultimate started to boot into a blue screen (after the login page) with just the mouse cursor in the middle (movable, not crashed nor frozen)
"ctrl+alt+del" works but "task manager" doesnt appear as opened but I am sure it does. "Switch user", "restart", "lock ths computer", "change password" options work fine but the desktop still wont come out. 
Safe mode works fine. Immediately removed AVG as started to have this problem. Did not change a thing. Still not able to reach my desktop. 
Before safe mode, I tried “repair windows” at least 5 times. And other repairing options several times. 
AVG tune up must have removed/changed/quarantined some file/service/item/dll !! And I cannot get back to normal. I am stuck with a blue (not crashed) background and a mouse cursor!!
