Been through all troubleshooting but AVG. Can someone tell me how to determine if AVG is blocking the use of my Camera? I've done everything but AVG.

You can disable AVG Internet Security temporarily by following the below steps and check:
To disable AVG Internet Security temporarily, please right click on the AVG icon present at the bottom right corner of your desktop(System Tray) and you can see a scroll bar to "Disable Protection". Please click on the same to disable AVG Protection and after which check if you are able to access this application.
If the issue persists, please follow the below steps to change firewall settings on your computer.
Please open the AVG Internet Security installed on your computer and click on Menu->Settings->Components->Firewall->Customize->Click on "Network Profile(Left side of the interface) and change the profile to "Private" if selected in "Public".

In this meanwhile, if you have time please check if the camera app is listed in the AVG TuneUp sleeping mode. Open the AVG TuneUp > Speed up > Background & startup programs. Then, click on sleeping programs and check the Camera application is in sleep mode. If yes, wake the application and check for the issue status.

May I know exactly what is happening when you run the camera app?

My AVG does not show an option for components under settings. I am unable to do as suggested to customize by selecting "Private" under network profile.
