Camera wont work

I understand your concern on Facetime application and camera not working. You can disable AVG temporarily by following the below steps and check.

To disable AVG temporarily, please right click on the AVG icon present at the bottom right corner of your desktop(System Tray) and you can see a scroll bar to "Disable Protection". Please click on the same to disable AVG Protection and after which check if you are able to access this application.

If the issue persists, please follow the below steps to change firewall settings on your computer.

Please open the AVG Internet Security installed on your computer and click on Menu->Settings->Components->Firewall->Customize->Click on "Network Profile(Left side of the interface) and change the profile to "Private" if selected in "Public".

I've sent an e-mail to AVG, but Im not a paying customer so unsure I'll get a response.
So heres the story:
I went to Facetime my stepdaughter on my Windows 10 computer & all I got was a black screen with an error code. The camera had previously been working perfectly but as it was 2 years old so I bought a new one from our local electronics store in Dec 2017…it loaded onto the computer, said it was successful, tried Facetime again but to my dismay I got the EXACT same error.
When I Google the error code that comes up its for either an application blocking it, most often antivirus software, or missing/outdated driver(s) &  Im pretty its not a driver issue - since it says its installation was successful Im assuming all the drivers are there - however the computer had been wiped & Windows reinstalled between when the camera worked & now wont.
I Googled drivers but each site wanted money & at this point I don't want to put anymore money into it unless theres a reasonable degree of certainty that it will fix the problem.
I have added all the files I can locate associated with the camera to the safe list in AVG, no change.
I also tried putting AVG into "passive" mode, no change.

I hope I've layed this out without missing any important information, but if I have, please dont hesitate to ask for clairification or additional information I may have missed.

My questions…when necessary, please list each step, thanks!

1. Im pretty sure its not the drivers (I can get the exact error code if this would help in diagnosis) as after install it says its 100% successful…or am I wrong? If so, is there a way to disable AVG completly without having to completly uninstall?

2. Is there a website than can check if all drivers are up to date, functioning with little to no cost? (I have auto updates on, another reason Im leaning to a program issue).

3. After the Windows reinstallation is it possible it missed an entire driver? If so, how can I diagnose this?

4. Are there other programs known to cause this error? (I can put a list up here of the apps on my computer as with 8 people in the house theres a lot).

Lastly,

You need to check online for the driver version or latest driver for that application.

Windows reinstall will generally install all drivers completely on to your computer.
