Can not sent email from outlook

changed location to Czech with original server settings and it seems to work but for sending myself a test message to my Gmail account and to myself at my normal business account. I was able to send 1
message to myself at my outlook business address. Forwarding seems to be ok. Got any suggestions?

Please disable AVG Secure VPN to confirm, if it is blocking the email.
If AVG Secure VPN is blocking the emails, please change the program location to Czech and check with the emails again.

Installed VPN Win 8.1 and cannot send emails. They just sit in the outbox and don't register in the sent box.
POP setting/SSL/port 995 (setting for host)
SMTP port 465 (host setting)
The email set up says both receive and send are ok.
