I am very sorry for such destabilizing encounters you have been faced with. Please try to disconnect any Network connection as David mentioned above and then click allow in the security & privacy pane.
If it still doesn't work then please provide the screenshot of the "Security & Privacy" window where you can't allow to assist further.

Okay, so it's been OVER 2 WEEKS since I initiated this issue, and there has been NO HELP for over a week now. The "solutions" that have been offered simply ARE. NOT. WORKING. The package script does not change anything. Uninstalling, rebooting and reinstalling does nothing. I am still not able to protect my complter from online threats, and will soon be forced to look elsewhere for my antivirus needs if someone doesn't give me something else to try besides clicking on "ALLOW"…
Hi Avinash, I followed your directions (may I suggest in the future putting a sample terminal command line(s) to help people follow along). I found how to run a script on a website that claims you need to give terminal permission to run the script first (involving "chmod -x").
Once the terminal script was run, I took a screenshot pf the results:
While the fileshield did load successfully, something internal did fail to load…
I restarted my iMac and tried the "allow" solution, but same reults… clicking on it results in nothing happening. Something tells me AVG needs to get in touch with Apple to see exactly what is going on for a quicker (and hack free) fix.

Eventually my personal resolution of this issue was simple:
1) Quit "MagicPrefs". I am using it to speed up the mouse move. It intercepts mouse move and mouse click events. As a result OS treats the clicks as unsecure(?), I am not sure…
2) Click "Allow" extensions button on "Security and Privacy" tab. Button worked well this time and disappeared.
3) Run MagicPrefs.
Also some people wrote that it is impossible to "Allow" extensions if you are working via screen sharing.
Installed AVG on a new macbook that did NOT have magicprefs. No problem. On iMAC with magicprefs, every startup is the same issue. above someone mentioned stop magicprefs and instantly the system and privacy button is active. Not Apple issue. Magicprefs seems to be the issue and is no longer supported.
So it has taken a month to determine that you have no solution and are passing the buck to Apple. Why doesn't AVG talk to APPLE and provide the solution to their customers? I had no problem running your free version, but as soon as I decided to purchase your full version this problem has persisted, and apparently I am not alone in my predicament or relative dissatisfaction.

Please download and run the script available in this link through Terminal on your Mac. Restart your computer once and then follow the instructions provided in this article.

Running macOS High Sierra v10.13.3
I am suddenly receiving an AVG error message (AntiVirus v 18.2) stating that AntiVirus extensions are turned off. As a result Web Shield is not functioning. I click [FIX ALL] to access my System Setup, then click on [ALLOW] to include the extensions, but nothing changes/happens as a result. I have made no recent changes to my system, and this is the first time I have received this error message, so I assume it has something to do with the latest update.
I have uninstalled and reinstalled the software with no change.
Any help would be greatly appreciated!

I understand how difficult this is for you.
However, this changes needs to be made from the apple software and AVG have no control over this.
The correct dialog is open, and if you can't click on the "Allow" button then it's unfortunately related to the Mac OS and not us. The recommendation is not to use any screensharing, remote control, mouse/keyboard interceptors or modification tools. Also, it's recommended to use Apple supplied or officially supported mouse/touchpad. Otherwise, we recommend contacting Apple support to diagnose what's happening. Thanks

I had this issue too, and followed all instructions listed here to no avail, bizarrely what has worked for me on three seperate mac's running High Sierra is to turn-off wifi, disconnect any ethernet connection and then click allow in the security & privacy pane. When not connected to the internet the allow button works. When re connected to webshield is active.
Yeah, same issue here (Mac OS X 10.13.3 (17D47) on 2017 iMac. I say another forum thread suggesting uninstslling and reinstalling AVG Antivrus. Did that, but the results are still the same (clicking on Allow does nothing). Any help would be greatly appreciated.

Brian, I am sorry to hear that the issue persists.
Please try the below steps and check if that fix the issue.
Make sure you have AVG program updated to newest version.
1. Restart MAC computer
2. Follow https://support.avg.com/SupportArticleView?l=en&urlname=Allow-AntiVirus-extensions-macOS-High-Sierra
3. If persist, restart MAC computer again
Thanks but if you go back and read my original post, you will see that I (and many others apparently) are doing exactly what we are supposed to do and nothing seems to happen. Clicking [ALLOW] makes no apparent change,
In addition I might add that your "help page" on how to do it does not even tell the user to unlock the panel first. You might want to add that or people who are not used to administrator requirements.
But apart from that, your solution is not working for me.
