Cannot obtain virtual IP in public library

  I did not need to try Torrenting servers.

Before I answer your questions, let me re-iterate the VPN works just fine when working from my friend's home.   It just does not work work on the public libray network, which is where I would actually need the VPN most.

1) I have tried
Canada, Toronto
Canada, Montréal
USA, Boston
USA, New York
with no success

2) Windows 10 professional   Version 2H2
Build 19042.1466
Windows Feature Experience Pack 120.2212.3920.0

3) The kill switch is not enabled

Whenever on a friend's home Wifi, AVG VPN works just fine.
However, whenever on Montréal  public library Wifi, AVG VPN cannot obtain a virtual IP.
I therefore have to turn off the VPN to access the Internet.
This is an undesirable situation.

Firstly, could you let us know whether you've changed the server/location of your AVG Secure VPN and checked for the issue?
Secondly, please specify the operating system of the device on which you're facing this issue.
Also, have you enabled "Kill Switch" in your AVG Secure VPN?

In this case, we'd recommend that you try connecting to the Torrenting servers/locations available in AVG Secure VPN one by one and check whether your AVG Secure VPN is displaying a virtual IP address.
Also, please enable the Mimic VPN protocol in your AVG Secure VPN by following the below steps:
Open AVG Secure VPN > Menu > Settings > Protocols > Select Mimic.
