Do you mean you can't open AVG PC Tuneup when you click on its icon? Have you tried to access the Internet via safe mode: http://support.avg.com/SupportArticleView?urlname=How-to-reboot-your-computer-into-Safe-Mode ?

I need a way to run AVG PC Tune-up on my laptop without being logged into the internet
My laptop suddenly will not allow internet access, the browser opens and shuts down.
I cannot log into the internet.
I have tried reloading internet explorer.
