Now 2019 with Windows 10. You still not have solved the problem. Using the pro-version. Running the executing-program, but cannot fix the Firewall.
I understand the inconvenience caused, let's work together to fix this issue. Please disable AVG component one by one (Open AVG Free Antivirus > menu > settings > components) and check which component is blocking the Canon EOS Utility.

I went into AVG and turned off the File Shield. Clicked on Canon EOS Utility and it opened normally (identical to disabling AVG completely).
It looks like the File Shield is the one that is blocking EOS from starting.

Hi, I see some years ago users were having problems getting the Canon EOS Utility program from opening without turning AVG. This is now happening with me with the latest version of AVG Free. Tried including all the EOS Application files as Exemptions in the File Shield Customisation but still no good. Any help out there?
