Can't load Internet Security

Following is an exchange between me and the AVG technician helping me resolve my failure to load Internet Security:

Original question:
All of my AVG programs (5) installed easily except for Internet Security.  When it's almost installed, a window pops up saying it needs an internet connection (it was connected).  I disconnected from the internet, then connected again and tried to load AVGIS again, but got the same message.  I think this probably has a simple solution but I can't find it.

Thank you for your help.  I did have the VPN turned off when I tried to load it the first few times.  

I tried running it from your link, but it failed again.  This time it didn't say it was a closed internet connection that was the problem.  It just said the download didn't work.  I'm reloading the AVG elements, as well as all my other programs, because I upgraded to Win 11 and pretty much stripped the hard drive (I didn't have the installation save any user files because they were backed up)  

The Internet Security installations run all the way to the end and then at 99% it poops out.  Is it possible that a Windows security program or the router is blocking it?
