Can't stop whole computer scan, uninstall, or repair AVG Free using Windows 10

I had wanted to do a whole computer scan.  It got stuck at 1% and tried restarting computer, and even after disabling AVG, it is still running.  Can't end task in task manager, can't repair or uninstall in control panel.
