Can't Uninstall AVG Free

We regret for the inconvenience caused. Did you run both AVG Clear and AVG Remover tools? We'd request to boot your PC in safe mode (https://support.avg.com/SupportArticleView?urlname=How-to-reboot-your-computer-into-Safe-Mode) and run AVG Clear tool (https://www.avg.com/en-us/download-thank-you.php?product=REM).

I have tried everything to uninstall AVG Free, the avg tools and other tools. But anytime I restart my laptop AVG re-installs. AVG no longer shows up in my installed programs, but it is my task bar icons where I can temporarily disable it. I also eats up my memory which I can see using task manager. Can anyone help?
