Hi K,

This should not be happening.

I request you to Revert all the changes made by AVG PC TuneUp and check if that resolves the issue. Here is an article with the steps: How to revert changes done by PC TuneUp

My free trial of AVG PC Tune Up just ended and now my computer is in a group policy, I have no internet explorer, my windows start has no apps, the desktop wallpaper is black and my icons are moved.

I installed and restarted my computer and it still won't let me open the tuneUp.

K Salm, may I know if you're receiving any error message while opening AVG PC TuneUp trial? There is very less chances that you will be able to restore the previous AVG PC TuneUp changes because it is a very fresh installation and also we can use AVG PC TuneUp trial version only once in a computer.

You would have restored/undo all the AVG PC TuneUp changes before uninstalling it. Please try to install AVG PC TuneUp trial program again on your computer > open it > Rescue center > Undo > restore all the changes (if there).

I uninstalled all my avg products last night, should I install it again, will it work to revert the changes?

Would it help to do a system restore (if possible) to before the time I uninstalled the AVG PC TuneUp?

You can go ahead and restore PC to an earlier date if you have a restore point created.
