I have this problem for months with the vpn turned on and simply impossible to use on any server

 

With vpn on
0.37 mbps DOWNLOAD and 15.93 mbps UPLOAD

wish vpn off 18.98 mbps DOWNLOAD and 18.43 mbps UPLOAD
