Unfortunately, it's not possible to transfer the license of AVG Secure VPN for Windows into AVG Secure VPN for Android.
You have to purchase VPN via Google play store to use it. Else, you can purchase AVG Secure VPN Multi-device to install on Windows, Android, Mac, iPhone and iPad devices.
