I think Enhanced Firewall feature should be included in Customize installation - MINIMAL PROTECTION option.

I understand your concern.
If you select the option as "Minimal Protection", then it will not include Firewall component as it doesn't come under minimal protection.
AVG Antivirus free has the minimal protection features where you will not be able to find "Firewall".
Hence, Click on "Minimal Protection" option and change it to complete features to get Firewall and other components installed.
