Default Rules keeps going back to "Auto-Decide"

About every other day the Default Rules keeps going back to "Auto-Decide" - I want it to stay as "Ask".  I have uninstalled it and re-installed it a couple of times with various AVG and other registry cleaning tools.  But I want it to permanently stay as "Ask" so I know what apps are trying to get to the Internet.  Anyone have or know of a fix?
