Disk is at 100% on start-up

I am running AVG Internet Security ver. 19.6, build 19.6.4546 on a Windows 10 machine.  Every time I wake up my computer I have to wait because the Disk is maxed out and sometimes the CPU is maxed also.  This is because AVG Antivirus and AVG Service are running at 99% (combined) of the CPU and 54% and 16.9% respectively of the Disk.  I tried setting up a deep scan to run at 3am but it never runs.  I tried to turn off Boot-Time Scan but I can't seem to do that so the settings are at Low Sensitivity and Scan areas is set to System Drive.  Why does AVG take all of my resources instead of working in the background?  I never had this issue with Windows 7.

It would be helpful, if you share us the screenshot of Task manager, which shows the CPU consumption by AVG for better clarity.
Please let us know if there is any other antivirus installed on your computer.
Regarding Boot time scan, you can disable either through the AVG interface or at startup by tapping on Esc key .
To disable it : Open AVG - Click on gear icon beside Scan computer - Boot time scan - Click on toggle bar.
