Does cloning my HDD to a SSD mean I need to reinstall

As per the title I am cloning my HDD to an SSD.  All the data will be wiped from my HDD apparently so do I need to uninstall AVG and then reinstall it when the new SSD is running or will it just carry it over.

It's not necessary to uninstall AVG from HDD. You can clone to SSD and proceed with reinstallation.
