Download my avg on my newer computer?

How do I use my avg account on my new computer?  Do I need to download the software first then log in to my account?

That is correct. 
You have to install the application in the new device and then login (AVG IS >> Menu >> My subcriptions >> Login) to your account to activate your subscription.
