Please share us the screenshot of the message that you receive for better clarity. Meanwhile, please check & let us know whether your Windows 11 is in S mode. To check this : Windows - Settings - System - About.

I have purchased AVG Protection but after downloading the file I can not open it as Windows 11 says "Windows cannot access the specified device, path or file.  You may not have the appropriate permissions to access the item…

Something has hijacked my file explorer to the point I can not run AVG or any other downloaded program.
