Please download the AVG Internet Security Unlimited Offline Installer from https://www.avg.com/en-us/download.prd-gsr
Download the correct bit(32/64bit) version from INSTALLATION FILES (PAID VERSION) tab.

I understand the situation. Don’t worry I'll help you with your issue.
I suggest you to change the DNS Settings and check if that fixes the issue.

1. Please press "Windows Key" and "R" together, it will open the "Run" command box.
2. Now type ncpa.cpl on the run command and click OK.
3. Select the active network, right click on that and select "Properties".
4. It will open the Network Properties dialog box.
5. Under "Networking" tab, look for "Internet Protocol Version(TCP/IPv4)".
6. Click on Internet Protocol Version(TCP/IPv4), it will enable its properties on the bottom right corner.
7. Click on "Properties".
8. Now, enable the "Use the following DNS address" (last radio button).
9. Now in Preferred DNS server, enter 8.8.8.8 and in the Alternate DNS server, enter 8.8.4.4
10. Click OK.
11. Now, try to install your AVG program.

My computer will go to AVG and other sites but will not let me re-download AVG, saying I need to be on the internet when I am actually on the internet!
