May I know since when are you experiencing this issue? Did you disable AVG protection and check to narrow down the cause? If you have not yet, right click on AVG system tray icon and use the On/Off slider to disable AVG. If the issue is resolved after disabling AVG protection, let us know if you check emails on a web browser or you use an email client.
Please also provide a screenshot (http://avgclick.me/getscreenshot) of the error message. Click on 'Answer' & then click on the 'Image' [mountain symbol] & follow the instructions.
I get the message Failed Insufficient permissions. How do I fix this problem?
