When you say exiting both AVG apps, do you mean you removed them from your PC?
If you have, please reinstall them and verify the issue. If the issue persists, turn off AVG Secure VPN connection and check if the website loads fine.
It could be possible that the website you are trying to access does not connections through VPN. If you’re trying to log in from an unrecognized IP address and especially if it’s from a foreign country, your connection might be blocked as a measure to prevent fraud.
So rather than trying to keep tabs on patterns of IP address usage by legitimate users, some organizations simply don’t allow VPN connections.

Hello, I have a problem:
after installing avg tunes up and avg vpn I could no longer use the electronic signature. I am an accountant and I need to log on to the Fiscal Administration site for staments and information and Avg will not let me. After I exited the two programs it was ok.
Can I set permission to use the electronic signature somewhere in avg to stop blocking it?
