Enhanced Firewall Pop up question

I keep getting enhanced firewall question popups that ask me to allow or deny an action to take.  When I hit deny, and sometimes even with allow, The window closes then pops right back up again.  I can't continue with what I had been trying to do.  How do I get it to stay closed?
