I know the workaround fix, but my question is why do i have to disable the ssl network traffic
and why it blocks all other connecions and i get no response from the page
??

I don't understand the question, sounds like you already know what happened and found a solution.
Recently i installed avg protection since then every time i connect to my development
environment to https://xxx urls first i works fine but after few minutes i can't refresh the page and everything is stack and all connection blocks till i restart the system
If i disable 'Scan encrypted (TLS and SSL) network traffic' everything works fine
Can you please tell me what happened ??

Yes it works when i create an exception fro this url , but my question is why it blocks all other connection for diffrent sources ???
that's the real bug
