Error message while start up

I am receiving an error message while I start up my computer and it getting delay in start up my system

Secondly, specify the operating system of the computer on which you're facing this issue.
Thirdly, how often does this error message appear on your screen?
Does it appear when you try to access a particular program or website?

@Delli Ganesh I've tried that too but cannot delete folders C:\Program Files (x86)\AVG\UiDll and C:\Program Files (x86)\AVGFramework.

I have admin capabilities on my system what is wrong? Why can I not delete these files and folders?
