AVG has placed an ebook I've purchased in the quarantine vault. I have been in contact with the vendor and they advise that for some reason this particular problem surfaces every now and then and no-one seems to do anything about it. The problem is identified as…PDF:UrlMal-inf[Trj] the vendor says that it is something to do with blacklisting a bad link, I am not literate enough to understand this and it is a bit weird anyway because it only occurs on our new win 10 laptop but not on our new Android tablet. Is there anyway I can create an exception?

Check if that PDF is moved to the Quarantine by the AVG.

That threat detection could also be a false positive.
If you are able to locate the PDF, submit it to our developer for analysis using the below link :
