File Exlorer broken after AVD removes a 'generic threat'

Hello Arthur,

I regret for the inconvenience caused. This threat detection might be a false detection and this might have caused if AVG program was not up to date in your computer. Please run AVG update and check if you are able to restore this threat that was blocked by AVG from quarantine folder. Please open AVG

Dear AVG,

I agreed to Roy Morgan Research installing software to monitor internet usage.
 Directory of C:\Program Files\Community

12-Dec-16  12:35 PM            12,152 UsageMonitor.HealthCheck.exe
12-Dec-16  12:35 PM            31,608 UsageMonitor.WindowsService.exe

Yesterday, AVG reported a threat in this folder and would not allow me to do anything other than
remove the threat.  Now  File explorer does not work and I recall this happened before.
In File explorer, in a folder with many entries (more than 30 say), then I scorll down,
it immdiately jumps back to the top before I have time to select a file I want to select.

So  How do I fix this?
and why has AVG only now discovered this alleged THREAT.
and how am I supposed to know when an alleged threat is a real threat!
