Firewall blocking failure

I am sorry for the inconvenience. Please try the below steps to block particular programs/applications in your computer.
1. Open AVG Internet security- Menu- Components- Click on the drop down arrow next to customize Firewall .
2. You will see "Application Rules" at the bottom.
3. Select the publisher name of the program under which you will find the Application/Program name.
4. Next to the Application/ program  name you will be able to see the sensitivity bar which you need to select lowest bar to block the Internet access of particular program.

I am sorry you are experiencing difficulties to navigate through the suggested path. You seem to have clicked on Customize and then checking for the Application rules. Please do not click on Customize. Open AVG Internet security-> Menu-> Settings->Components. Scroll down to Firewall component, click on Arrow pointing down adjacent to "Firewall". You may have to scroll down after the menu is expanded. There you must see Application rules.

Having noted that a promise in February to fix the inability to block programs in the firewall of this new version - and in June the problems still remains - I have wondering if this is due to government pressure to access private computers which certain blocked programs might prevent.   
Most of us have nothing to hide, but if security has license to enter so too has any smart kid in his bedroom.   I'm looking for another anti virus provider.
