We are aware of this firewall issue. It's an issue with user interface, your firewall service is working fine. This will be fixed in the upcoming update of 18.4.
However, you can follow the below steps to resolve it. This will reset all your settings on AVG Internet Security. Open AVG Internet Security, go to Menu -> Settings -> Troubleshooting -> Restore factory settings, this will enable the "Hacker Protection" component.
