Firewall is blocking everything from a PC next to me

Open AVG Internet Security -> Click on Menu in the top right corner -> Settings -> Components -> Firewall -> Customize -> Network Profiles -> Change the network profiles from Public to Private.

(Yes, im frustrated)
I have TWO computers (TOM & JERRY) that are on the same network x.x.x.10 / 24, x.x.x.11 / 24 via Ethernet on the same router.

When the "Enhanced firewall" is enabled I can't get to a shared printer or folder or other services on either.  When its disabled, of course, no problem. 

I've dug thru Hacker Attack, network profiles (private),
apparently "Friend" is already added, but ignored  (ip range is there)
 Enhanced Firewall "wheel" and made sure system rules are configured,

i've uninstalled, re installed a 1/2 dozen times just to see the same.

and only to disable the firewall is my option to make it work.

So I ask the experts .. What am i doing wrong?

 there has to be  simple option that says 
"TOM" is on your network -> do you trust this PC to access your shared services? Yes, NO, Limited??
(computer name is TOM)

We wonder why firewalls are insecurely setup --- this is a prime example -- I'm just going around trying to find settings that will finally make it work and probably opening up other things .
