To clarify, as written in yesterdays follow-up email, this is the intended behavior. Because your network is set as "Public", all incoming packets are blocked.

From the description, it seems that an app has attempted to access internet in a public network profile, which is at high risk.
This should be seen if AVG has found anything malicious or the app might be prone to attacks.
For better clarity, share us the screenshot of the firewall logs.
Look this is why I am asking ....
23.46.173.104 (Remote) 443 (Port) 100.120.167.100 (VPN IP, this is LOCAL) 62012 (Local Port) TCP (Connection Protocol) In (Inbound) System (this is what is "in"(bound) Public/High Risk Zone (RULE)
Why would IP 23.46.173.104, a legit domain be able to connect inbound to the system via the VPN connection which obviously triggers that rule?
I'm beginning to think this has something to do with the VPN maybe not functioning as intended....and I am concerned about whether the VPN is doing it's job or not.

Good morning Dinesh, has there been any word from "next level of support"? I aknowledge what Newbie Thomas Henderson wrote but for us low level techs this doesn't really mean a lot...no offence intended.
The rule is a system rule isn't it? And that rule is default, not a made up one.... "Public/High Risk Zone" TCP inbound connection to the "system" which is blocked but is related to VNP comms...the traffic is inbound not out bound! Is it that a fault has occurred in VNP program or something else because the way I see it if the VNP wasn't working then I could be in a lot of strife in deep waters but slightly better off in the surf....
Anyway, let me know Dinesh when you have word ...I would like this default rule and processes better explained as to why it's looks haywire...I mean...the way it should look is both inbound and outbound traffic should reflect ...example. VPN IP 101.23.0.15 should be relative to both remote and local...therefore, Public remote = 101.23.0.15, Public local = 101.23.0.15 ..both should appear blocked in 'unidentified network internet access'. They'll know what I mean.
Should be easy to realise whats going on here and bare in mind I am running your VPN software and that both "Profiles" appear to behave as they should, "Private" and "Public" outbound seem normal at best BUT inbound is a different story as you can see. So, let me know what you think.
Acvtaully my connection is set to "PRIVATE NETWORK" I don't not use a PUBLIC NETWORK!! AS for the VPN..IT DOESNT WORK...I have a code to send to AVG which you're suppooised to use to rectify the problem with your software ...but CHAT IS NOT AVAILABLE ANYMORE?? Pathetic...wake up ...people are relying on you to get this right and to protect their machines!!
NO WORKING CHAT FOR SUPPORT is a bad day for us all!!
NO VPN means eveything people do here is not secure...thats another bad day!!
Now idea why your Internet Security won't close and is chewwing up 80% CPU and dominates slowing down Network Performace to a crawl!! How do I close this application window...I've check offlast night's scan alerts but AVG window will not close???
Just wondering why I can't find out anything about this system rule whilst searching everywhere for an answer that makes sense:
In the firewall log I am noticed a lot of blocked TCP inbound requests which results in logging a Public/High Risk Zone Rule breached.. or so I understand it, correct me if I'm wrong.
So what is meant by this Rule: "Public/High Risk Zone" in AVG Internet Security?
