Fix the bug in the AVG TuneUP update

For a quick fix for the bug you can also disable the Tune Up Sleep Filter by setting the "UseFilter" DWORD from 1 to 0 in your registry in 

Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Image File Execution Options\<name of your blocked .exe file>

Solution that worked for me:
1) First disable ALL AVG TuneUP auto repair functions, including program suspension functions.
2) Then, open the start menu and search for "create restore point", open it, and click "System Restore …".
3) Look for Restore Points in Windows, and then restore to a point before the problem occurs. Windows will restore the registry and then restart.
4) Finally, to prevent the error from returning, uninstall AVG TuneUp.
