First let's confirm whether the issue is due to AVG or not.
Please disable AVG Antivirus free temporarily by following the steps as mentioned in this article: http://support.avg.com/SupportArticleView?urlname=How-to-use-Passive-Mode and check whether you are able to receive emails.
I'm using free version of avg, trialling pc tune up. Just switched to Windows 10 and see when I go to outlook that some of my emails are there, but several days out of date. Tried syncing, repeatedly,whirlie thing goes round and seems to do something but still emails few days behind. Tried support, they sent me to the avg interface on the internet, where I would be able to change settings. Couldn't find anything LIKE what they said (maybe because I'm not a paying customer ?) tried going to the app on my screen, nothing like what I was looking for, only name your device, save changes. Any help in simplest possible terms would be really appreciated here…going downhill fast here.
