Had to reload PC tune up - Something's not quite right

Hi - Had to reload PC tune up because we were getting an error banner stating to do so. Uninstalled then, reinstalled. During reinstall, error bannner came up "fail - data. old". It did install though. Neither short cut icon works. Yet, the initial 1 click maintenence window that pops up after installation did its thing. 

I'd like the short cuts to work properly.  Anyone have a solution? I am not very savy when it comes to this stuff.
